The Opportunity

Senior Exercise and Simulation Control (EXCON/SIMCON) is a senior role in the NSWC Operations team. This position reports to the EXCON/SIMCON Lead and acts the 2IC in the Operations team. This position involves supervising the development and execution of Synthetic events at NSWC. This role will liaise with client organisations requesting NSWC services and ensure that training aims are met by the NSWC events. This position will be required to supervise and lead the scenario development required for the synthetic event within the timelines governed by NSWC customer organisations; review specifications for the synthetic event and assist in generating robust test plans between the operations team and technical; and validate synthetic environment readiness prior to executing a training event. This position will also supervise the execution of Synthetic events and participate in these events in a leadership capacity. The Senior EXCON/SIMCON will act as EXCON/SIMCON Lead during the absence of the incumbent. Whilst the Senior EXCON/SIMCON will report mainly to the EXCON/SIMCON Lead, they will also report to the Cubic site manager when required.

The Senior EXCON/SIMCON is to:

  • Provide operational leadership to the EXCON/SIMCON team in the domain of naval warfare tactic, doctrine, and procedures;
  • Use civilian and military supported databases to develop global threat data specifications, performance and tactics for input into NSWC simulation platform databases;
  • Assist NSWC client organisations with planning and generating synthetic training activities;
  • Work collaboratively with the NSWC TECHINT Team Supervise the configuration of entity and game scenario specifications into all simulator databases as prescribed by NSWC client organisations;
  • Configure GCCS-M architecture to facilitate connectivity between land-based and sea-going simulation sites;
  • Ensure availability of required combat system trainers for use in synthetic training activities as prescribed by OIC NSWC or the NSWC client organisation;
  • Liaise with external parties, including liaison with uniformed and civilian staff across all three services and coalition partners;
  • Execute and participate in validation activities for synthetic events by use of Test plans;
  • Provide input through the Cubic site manager for exercise related pre and post-event documentation;
  • Develop standard operating procedures (SOPS) for scenario generation, entity database management, configuration and testing;
  • Provide recommendations and advice up the command chain for methods of streamlining procedures and practices undertaken by the section;
  • Participate and supervise test events in a leadership capacity providing guidance and instruction EXCON/SIMCON staff;
  • Reports directly to the EXCON/SIMCON Lead and Cubic site manager.
  • Minimum Security Clearance of NV1

    • The following specific criteria apply to this position:

    Essential:

  • Naval Combat System Operator and manager experience;
  • Have knowledge of current Naval doctrine, tactics and procedures;
  • Experience working in a military training environment;
  • Excellent written and verbal communication skills
  • The ability to:

    • - work unsupervised, assist in the delivery of

    structured training programmes, and deliver

    complex work support requirements; and

    - deploy on military exercises and will display

    personal and professional skills and ability 

    to liaise with other areas of Defence.

  • Operator experience with modelling and simulation protocols including with DIS/HLA;
  • Familiarity with the ADF’s command and control systems, force structures, and command structures.

    • Desirable

  • Degree qualified, appropriate qualifications in either an IT-related discipline;
  • An understanding of service design principles with a basic understanding of ITIL service management practices and the ITIL service framework;
  • An understanding of PRINCE2, Agile or PMBOK project management methodologies;
  • An awareness of the application and conduct of Defence training, training systems, exercise development, C4I systems including policies, standards and training outcomes assessment;
  • Formal training and qualifications in an instructional discipline.

    • The Senior EXCON/SIMC works under general direction and uses discretion in identifying and resolving complex problems and assignments. The Senior EXCON/SIMCON must be capable of working autonomously in unsupervised conditions for certain periods, must provide leadership and direction to the EXCON/SIMCON team, and must be capable of determining when issues should be escalated to a higher level.

    Other elements of the role require the incumbent to:

  • interact with and influence project team members and have working level contact with customers and external parties;
  • will supervise others and make decisions which impact on the work assigned;
  • performs a broad range of work, sometimes complex and non-routine, in a variety of environments and applies methodical approach to problem definition and resolution;
  • understands and uses appropriate methods, tools and applications demonstrating an analytical and systematic approach to problem solving;

  • plans and schedules own work;
  • and absorbs and applies technical information and work to required standards.

    • It is a prerequisite that the Senior EXCON/SIMCON position has a minimum security clearance of NV1.
