PROJECT OVERVIEW:

“Gladstone Sustaining Capital Projects” (GSCW) provides services to assist with strategic capital projects and office services. Bechtel has history with both greenfield formation and brownfield expansion, as well as leading Special Project initiatives.  

These services assist with meeting timeframe

delivery, contractor management, and capital project management

by working
alongside existing shutdown teams and maintenance activities to focus on safely executing specific capital projects.
 

POSITION SUMMARY:

Overviews the cross-discipline progress on selected priority capital projects from engineering activity, across contract formation, tender evaluations and coordinating review of Contractor technical documents with Site Stakeholders and 3rd party Engineering Service Provider (ESP), and provides technical expertise for interpreting, organizing, executing, and coordinating these assignments.

JOB DIMENSIONS:

A.  Supervision Received

-Receives operational supervision from GSCW Project Manager, OPB Construction Manager or relevant Project Leader.
B.  Supervision Exercised

-Exercises operational supervision of engineering activities over assigned discipline personnel, ESPs contractors, suppliers and administrative support to the capital project or portion of the project.
C.  Contacts

-Preference is Field-based position at Gladstone facility. Consideration will be made for Brisbane based with frequent trips to Gladstone Facility for stakeholder engagement for technical reviews, workshops
-As the point of GSCW-Client or GSCW-Contractor contact on assigned aspects.
-Maintains regular contact for progress of work, exchange of information, advice.
-Represents GSCW Engineering in respect of major items with ESP, contractors, suppliers, and project personnel.
 

About role:

-Directs and coordinates cross-discipline engineering activities for assigned capital projects or assigned portions with ESPs, Contractors and RTAY site stakeholders
-Develop with ESP the scope works to support contractor formation and the tendering process, including review of tenders and completion of tender evaluations. 
-Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule.  Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
-Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides and associated client requirements.
-Develops design and procurement schedules for approval.
-Prepares, approves or recommends approval of project procedures for engineering, as required.
-Coordinates assigned efforts with GSCW leadership - Project Manager, Project Leader, Procurement Lead, OBP Construction Manager, HSE Manager, and Project Controls Lead.
-Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
-Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within assigned scope of responsibility.

-Resolves field-initiated questions on engineering.
-Coordinates activities among the design groups on the project.
-Initiates requests for specialized professional services.
-Initiates GSCW correspondence related to engineering, contractor, supplier, and any client requirements for assigned capital projects.
-Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
-Manages the flow of information required from third parties to assure the timely progress of the engineering and construction execution.
-Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
-Ensures that Technical Workshops, Safety in Design, Risk Assessments and Value Engineering are held during the design phases and are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are following project Quality Assurance plan and procedures.
-Communicates complex technical issues and recommends solutions to senior leadership as appropriate.
-Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
 

 
What you bring:

-Demonstrated oral and written communication skills.
-A broad knowledge of administrative practices.
-Technical knowledge of related application of engineering practices, processes, and procedures.
-Proficient knowledge of construction methods and materials, practices, and contract administration processes.
-Able to provide overview supervision of external engineering of medium to relatively small size capital projects.
-Ability to establish and maintain control of technical experts as required during the execution of the project and set up channels of communication to utilise this expertise effectively on the project.
-Working knowledge of engineering/construction industry practices and there is an advantage to having previous experience with commercial building design and execution
-Experience in developing and recommending potential solutions to project issues.

The above is normally acquired through:

-A recognized degree in architecture, an engineering or scientific discipline from an accredited college or university, OR
-A professional license in an appropriate discipline from a recognized licensing board, OR
-Specialized courses in relevant general engineering, architectural design or an appropriate engineering discipline, AND
-Progressive work experience, including supervision, preferably in project and design engineering.  This may include other relevant types of engineering including startup, field engineering or plant operation in large scale commercial buildings, industrial plants, utilities, process plants or engineering/construction firms.
